Jean has been director of the Crime Victims Services Bureau since November 1993, when Richard L. Stalder, Secretary of the Department of Public Safety and Corrections, reconfigured existing resources and created the bureau as a single point of contact for victim registration and information about victim issues and related legal, policy, and program matters. Since that time Jean has taken the lead in identifying and filling gaps in the department’s response to crime victims, enlisting the support and advice of victims and victim advocates, educating agency staff and involving them in service to crime victims, and advocating generally for the victim’s voice within
